Update to Edits 777 and 784

Effective Sept 29, 2007, CMS removed HICN from the two duplicate edits, 777 "Duplicate PDE record" and 784 "Duplicate PDE Record, originally submitted by a different Contract".  DDPS Duplicate checking now uses the following 6 fields:

Service Provider

Service Provider ID Qualifier

Prescription/Service Reference Number

Date of Service

Fill Number

Dispensing Status
